Centre Notifies Appointment of Two Judicial Officers as Additional Judges of Delhi High Court

The Central Government has notified the appointment of two judges of the Delhi Higher Judiciary as Additional Judges of the Delhi High Court.

The two Judicial Officers who have been elevated are Girish Kathpalia, Principal District and Sessions Judge (HQ), Tis Hazari Court, and Manoj Jain, Principal District and Sessions judge, South West District (Dwarka Courts).

The announcement was made by Union Law Minister Kiren Rijiju on Twitter wherein he wrote, “In exercise of the power conferred by the Constitution of India, the President of India, after consultation with Chief Justice of India, is pleased to appoint the following as Judges in the High Courts and also transfer High Court Judges.”

A three-member collegium comprising Chief Justice of India (CJI) Dr. DY Chandrachud, Justice Sanjay Kishan Kaul and Justice K M Joseph on 12th April recommended the elevation of three judicial officers – Girish Kathpalia, Dharmesh Sharma and Manoj Jain.

“On 22 December 2022, the Chief Justice of the High Court of Delhi in consultation with his two seniormost colleagues recommended the elevation of the above-named eight judicial officers as judges of the High Court of Delhi. The file was received in the Supreme Court from the Department of Justice on 07 April 2023. In order to ascertain the fitness and suitability of the above-named persons for elevation to the High Court, in terms of the Memorandum of Procedure, Judges of the Supreme Court conversant with the affairs of the High Court of Delhi were consulted,” stated the recommendation by the collegium.

The recommendation for Kathpalia, stated that the judgment evaluation committee had graded judgments authored by him as ‘outstanding.’ The Intelligence Bureau reported that he has a good personal and professional image and that nothing adverse had come to notice against his integrity. Kathpalia is the senior-most member of the Delhi Higher Judicial Service

The recommendation for Jain stated, that the Intelligence Bureau had reported that he has a good personal and professional image and nothing adverse has come to notice against his integrity.
