On December 15, the Supreme Court bid farewell to Justice Madan Bhimarao Lokur, who is set to retire on December 31. However, owing to the winter vacations during which time the court remains closed, December 15 was observed as his last working day.
In this regard, highlighting his five decades of friendship with Justice Lokur, Chief Justice of India Ranjan Gogoi said, “I feel like my right arm is being taken away. All along he has been my side and I was dependent on him.”
Subsequently, Justice Lokur said, “If I was able to achieve something it was because I was standing on the shoulders of giants.”
Justice Lokur (Born December 31, 1953) studied in Modern School, New Delhi, till 1968 and thereafter passed ISCE examination in 1970-71 from St. Josephs Collegiate, Allahabad. He Graduated in History (Hons.) from St. Stephen's College Delhi University in 1974 and obtained LL.B. degree from Faculty of Law, Delhi University in 1977.
Justice Lokur enrolled as an Advocate on July 28, 1977. He practiced in the Supreme Court of India and the Delhi High Court. He qualified the examination and enrolled as an Advocate-on-Record in the Supreme Court in 1981.
Justice Lokur has vast experience in Civil, Criminal, Constitutional, Revenue, and Service laws. His interests are in judicial reforms, computerization of courts, judicial education, legal aid and services, juvenile justice, and ADR.
Justice Lokur was appointed as the Editor, ILR (Delhi Series), in February 1983 and continued as such till elevation to the Delhi High Court. He was the Central Government Standing Counsel from December 1990 to December 1996, during which period, he had handled all kinds of cases on behalf of the Central Government, including criminal trials in respect of economic offences.
Justice Lokur was designated as Senior Advocate in February 1997. He was appointed as Additional Solicitor General of India on July 14, 1998 and continued as such till appointment as an Additional Judge of Delhi High Court on February 19, 1999. He was appointed as Permanent Judge of that High Court on July 5, 1999.
Justice Lokur functioned as the Acting Chief Justice of the Delhi High Court from February 13, 2010 to May 21, 2010. He functioned as Chief Justice of Gauhati High Court from June 24, 2010 to November 14, 2011 and Chief Justice of High Court of Andhra Pradesh from November 15, 2011 to June 3, 2012.
Justice Lokur was appointed as Judge of the Supreme Court on June 4, 2012. He is a Member of the Mediation & Conciliation Project Committee of the Supreme Court of India since its inception in 2005 and Judge in charge of the E-Committee of the Supreme Court of India. He was appointed as one Man Committee to suggest improvements in the working of the Homes and organization under the Juvenile Justice (Care and Protection and Children) Act, 2000 and the Juvenile Justice (Care and Protection of Children) Rules, 2007.
