Victoria Salem, Matthew Slider, and T.J. Cluff Join Clifford Chance, Expanding US Transactional and National Security Capabilities
Clifford Chance has expanded its US presence with the appointments of Victoria B. Salem as a Partner in the Energy & Infrastructure group in Houston, Matthew Slider as Counsel in the Asset Finance team, and Thomas (T.J.) Cluff as Senior National Security Advisor in the CFIUS and International Trade team in Washington, DC.
Victoria Salem joins the firm’s Global Financial Markets team from Cheniere Energy, Inc., where she served as Assistant General Counsel, Finance and Tax. With deep expertise across complex commercial and financing transactions, she has led over US$20 billion worth of global financings and brings significant experience in the LNG, energy, and infrastructure sectors. Her hybrid practice combines in-house and private practice perspectives, particularly in project finance and capital markets.
Matthew Slider, who joins the Asset Finance team, brings extensive experience advising on structured transactions across the transportation, aviation, and space sectors. His background includes complex cross-border financings and innovative asset-based structures, making him a strategic addition to the firm’s growing US finance capability.
T.J. Cluff brings national security and regulatory depth to the firm's Washington office. He previously served in key US government advisory roles, including within the Department of Defense. At Clifford Chance, he will focus on CFIUS assessments, mitigation strategy, enforcement matters, and cross-border investment screening for clients navigating critical infrastructure and sensitive sectors.
Emma Matebalavu, Global Head of Financial Markets, said, "Victoria's unique perspective from her in-house role, combined with her private practice experience in various types of financing for domestic and international energy, resource, and infrastructure projects, including project finance and capital markets, aligns well with the hybrid approach to financing and refinancing all types of projects and companies across the energy and infrastructure sector."
Tony Giustini, Senior Partner of the global energy, infrastructure, and projects groups, said, "I'm looking forward to Victoria joining our growing team in Houston. Her knowledge of the LNG sector will be both valuable and additive to our existing E&I capabilities, helping our team advise clients on the increasing number of projects involving LNG, renewables and other energy transition initiatives in the US and globally."
These appointments continue the firm’s strategic expansion in the US, following the launch of its Houston office in 2023, now with more than 40 attorneys across corporate, financial markets, tax, environment, and projects.
