Sameh Khodeir is a Senior Partner at ZH and Head of the Oil & Gas Department. Since joining the firm in 1982, he has developed extensive expertise across oil and gas, energy, mining, finance, corporate law, litigation, international arbitration, labor law, and transaction structuring. With over 50 years of experience, Sameh has advised on more than 30 concession agreements, 40 deeds of assignment, and numerous settlement agreements and arbitrations in petroleum exploration and production.

His portfolio includes advising on major projects such as the Damietta LNG Project—the first LNG project in Egypt—INVAP’s Second Nuclear Research Reactor and Radioisotopes Projects, the USD 2.7 billion ANOPC Hydrocracking Project, and the USD 1.6 billion Egyptian-Saudi Linkage Project. He has also acted as legal advisor to EGPC, EGAS, and major multinationals including IEOC, Apache, Schlumberger, Barrick Gold, Cargill, and Novartis.

Sameh has long-standing advisory relationships with key clients such as IEOC, Le Meridien, and Four Seasons Hotel Cairo. He serves as a board member of the Golden Triangle Economic Zone Authority and the Japanese-Egyptian Business Council, and is an active member of several legal and business associations. Sameh earned his LLB from Cairo University, Faculty of Law, in 1975.
