Guiomar Lopes is a founding partner of FBL Advogados, with extensive expertise in Financial Law and Natural Resource Law, particularly within Angola’s oil and gas sector. Her legal career spans decades of specialised experience, including key roles at the former Concessionária Nacional (Sonangol) and later at ELF Exploration Angola, which became Total E&P Angola.

Guiomar now focuses primarily on Financial Law, regularly advising the Ministry of Finance of the Republic of Angola—either directly or in collaboration with leading international law firms—on sovereign lending transactions. She also represents international banks and financial institutions in cross-border financing arrangements involving both public and private Angolan entities, with a strong emphasis on Oil & Gas project financing.

She has contributed significantly to Angola’s legal framework, participating in major legislative reforms including the initial oil sector laws, commercial law reform, the law on business activities, and the business recovery and insolvency regime.

In academia, Guiomar has served as a professor of Public International Law and currently lectures in Angola’s first master’s program in Law of the Sea at Universidade Agostinho Neto.

Guiomar is recognised as a key legal figure in Angola’s financial, natural resources, and regulatory sectors.
