José Manuel Caldeira is the Founding and Senior Partner of the firm and one of Mozambique’s most distinguished legal practitioners. With decades of experience, he leads the firm’s legal consultancy services across multiple practice areas, including public sector reform, mining, petroleum, telecommunications, environmental regulation, and infrastructure law.

José has played a pivotal role in shaping Mozambique’s legal landscape, having led or contributed to the drafting of several key national laws and regulations. His work includes the Land Law and its regulations, the Mining Law, the Petroleum Activity Law, the Telecommunications Law, amendments to the Code of Civil Procedure, and the Bankruptcy Code, among others.

He has extensive expertise in advising the Government of Mozambique and international institutions on legal reform, institutional development, and governance projects. His experience extends to judicial reform and the modernization of public and municipal institutions.

In addition to his public sector contributions, José possesses strong experience in labour law, tax, arbitration, and complex contract negotiations. His leadership and deep understanding of Mozambican law make him a trusted advisor to government entities, investors, and multinational organizations.
