Government crackdown on hidden COD charges to ensure transparency in e-commerce platforms
Consumer complaints spark investigation into unfair fees charged by online shopping platforms
In a recent development, the Union government has vowed to take stringent action against e-commerce platforms imposing hidden fees on Cash-on-Delivery orders, a practice deemed as a “dark pattern” that exploits and misleads consumers. The issue surfaced after multiple complaints from consumers, with one report highlighting an additional ₹226 charge on a Flipkart order, broken into several ambiguous fee categories. The government’s intervention underscores the growing concern about transparency in online transactions and the need to protect consumer rights, especially during the high-demand festive season.
The Emergence of Hidden Charges in Online Transactions
The controversy began when a consumer reported being charged extra on a Flipkart order, with the charges categorized under vague terms like “offer handling fee,” “payment handling fee,” and “protect promise fee.” This sparked a wave of similar complaints from users of other e-commerce platforms, including Zepto, where shoppers noticed unexplained charges for cash handling at checkout. Consumers were bewildered by the breakdown of these fees, which lacked clear explanations and appeared to disproportionately affect COD transactions. These charges, critics argue, are designed to penalize customers who choose COD, a preferred payment option, particularly in smaller towns and rural areas.
Government's Response: A Commitment to Consumer Protection
Following the mounting complaints and viral social media posts, Union Consumer Affairs Minister Pralhad Joshi confirmed that the Department of Consumer Affairs has launched a detailed investigation into the matter. He described the hidden charges as a dark pattern—a term used to describe deceptive practices aimed at exploiting consumers without their full knowledge. Minister Joshi assured that strict action would be taken against the e-commerce platforms found guilty of using such tactics.
The Department’s focus is to ensure that businesses adopt fair and transparent practices, especially with the festive season approaching. With online shopping expected to surge, and cash-on-delivery remaining a popular payment option, the government’s move is seen as a critical step to safeguard consumers from potentially misleading charges.
