The global law firm DLA Piper advised Oman Power and Water Procurement Company (PWP) on the development and procurement of the Misfah and Duqm Independent Power Projects (IPPs). These two major combined cycle gas turbine (CCGT) plants in Oman will provide a combined planned capacity of approximately 2.4 GW.
These strategic projects are central to strengthening Oman’s long-term energy security and supporting electricity supply for high-demand regions, particularly Muscat, the capital. The developments address key system challenges including intermittency, land constraints, and grid curtailment, enabling reliable and efficient baseload generation.
DLA Piper advised PWP on legal considerations relating to potential decarbonisation pathways, including the development of commercial structures aligned with Oman’s net-zero goals and the transition toward lower-carbon generation technologies.
The firm’s scope included three concurrent workstreams:
- Advising PWP throughout the competitive process and contract finalisation for the power purchase agreements (PPAs).
- Structuring and negotiating a dedicated site-readiness package for Misfah, including large-scale levelling and enabling works procured directly by PWP to de-risk the critical path.
- Advising on the turbine reservation strategy in response to global OEM supply constraints, ensuring alignment of equipment lead times with project milestones to optimise cost and schedule outcomes.
Adam Haque commented: “The Misfah and Duqm IPPs are among the most significant conventional power procurements in the region in recent years. Our team’s ability to work seamlessly across workstreams and jurisdictions, together with our Oman bench strength, was instrumental in achieving contract closure before year-end and setting the programme up for successful execution.”
