On November 9, the Ministry of Micro, Small and Medium Enterprises (MSME), Government of India, issued an Order on the Public Procurement Policy for Micro and Small Enterprises (MSEs) Amendment Order, 2018.

The Central Government, in exercise of powers conferred by Section 11 of the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), has made amendments to the Public Procurement Policy for the Micro and Small Enterprises (MSEs) Order, 2012. The amended version is called the Public Procurement Policy for Micro and Small Enterprises (MSEs) Amendment Order, 2018, which would come into force on the date of its publication in the Official Gazette.

The amendments made are as follows:

• Throughout the Public Procurement Policy for Micro and Small Enterprises (MSEs) Order, 2012, (hereinafter referred to as the said Order), for the figures and word “20 percent”, wherever they occur, the figures and word “25 percent” has been substituted.

• After paragraph 4 of the said Order, the following paragraph has been inserted:

“4A. Special provision for Micro and Small Enterprise owned by women. Out of the total annual procurement from Micro and Small Enterprises, 3 percent from within the 25 percent target shall be earmarked for procurement from Micro and Small Enterprises owned by women.”
