Harneys Expands Middle East Presence with New Dubai Office Led by Ian Mann

Global offshore law firm Harneys has announced the opening of a new office in Dubai, located in the Dubai International Financial Centre (DIFC), providing transactional, disputes, and private client legal services. This marks the firm’s second office launch in 2025, following the opening of its Jersey office in July.

The Dubai office will offer services across corporate, banking and finance, investment funds, private wealth, insolvency, arbitration, litigation, restructuring, regulatory, tax, digital assets, and blockchain. Ian Mann has been appointed Dubai managing partner and will lead the office. Mann specialises in dispute resolution for ultra-high-net-worth individuals, as well as asset tracing, insolvency, and contentious trusts and probate matters.

Joining him is Tom Hagger, partner specialising in investment funds, corporate, regulatory, digital assets, and blockchain. Hagger previously worked in the Cayman Islands before relocating to Dubai in 2021.
