Cyril Amarchand Mangaldas advised the Ministry of Petroleum and Natural Gas on drafting of Petroleum and Natural Gas Rules, 2025

The leading law firm in India, Cyril Amarchand Mangaldas advised the Ministry of Petroleum and Natural Gas, Government of India on the drafting of the Petroleum and Natural Gas Rules, 2025 pursuant to the Oilfield (Regulation and Development) Amendment Act, 2025.

Cyril Amarchand Mangaldas led the drafting of the Petroleum and Natural Gas Rules, 2025 (“Rules”), introduced under the Oilfield (Regulation and Development) Amendment Act, 2025. The Amendment Act introduced the requirement to obtain a petroleum lease as a pre-requisite for conducting petroleum operations and empowered the Ministry to frame rules governing aspects such as tenure, dispute resolution, treatment of mineral oil data, sharing of production and processing facilities, safety mechanisms at oilfields, unitisation and stabilisation of petroleum leases, sustainability practices and comprehensive energy projects. The Rules were formulated taking into account comments and inputs received from industry stakeholders during the consultation process.

Cyril Amarchand Mangaldas also led the revision of the Model Revenue Sharing Contract (MRSC) executed under the Open Acreage Licensing Policy, aligning it with the changes introduced under the Rules and incorporating recommendations received from industry stakeholders. The firm further advised on contractual, regulatory and transaction-related aspects arising under the MRSC, including the applicable fiscal and statutory regime, the rights and obligations of contractors vis-à-vis the Government, and alignment with the Rules and other applicable laws.
